Deloitte set to scrutinise BoT

The Bank of Tanzania has awarded South African-based consultant firm Deloitte & Touche a three-month tender to conduct a job evaluation and organisational review of the institution after reports surfaced that some of its employees were hired illegally under the late Governor Daudi Ballali.

Deloitte & Touche was the first auditing firm to unearth the massive looting from the BoT`s External Payments Arrears account in September 2006, before Ballali mysteriously terminated the firm.

BoT deputy governor Juma Reli would not disclose the cost of the evaluation, or the number of companies that competed with Deloitte & Touche, for the tender, but said the review would be a positive step forward in regaining the bank�s footing in the public eye.

``It is true that we announced the tender, after which auditing firms applied, but after undergoing all the necessary procedures, including competency assessment, Deloitte & Touche won,`` Reli said.

According to a statement from the bank dated September 26 this year, the exercise scheduled to start mid this month will focus on three main areas - organisation review, job evaluation and remuneration survey. Under the exercise a deliberate procedure of planning job grades and salary scales will be put in place.

By the use of special criteria job descriptions, every position will be scrutinised to allow salary pegs to each one starting from the lowest to the highest grade depending on complexity, responsibility and accountability.

The firm will also look into the salaries and other allowances paid by central banks in neighbouring countries, and by public and private companies of a status similar to the BoT.

``The findings from this research will enable the management to make informed decisions on future payment levels,`` the bank said in a statement.

``The Bank management highly expects the outcome of this exercise to bring forth a better environment for every employee to contend and enjoy work, a better procedure of grades and promotions without hindrance, and modern salary structures that are based on the principles of the labour market.``

The firm will also probe the bank`s organisational structure, evaluating how it dispenses responsibilities through its directorates, departments and sections, and the inter-relationship between them, and then making recommendations on how to consolidate that structure.

``In short this will build the capacity for the bank to be the employer of choice and for motivated employees to dedicate themselves to work until retirement,`` says the bank, which has asked all workers to cooperate with the consultant company`s evaluation.

The letter of announcement to the BoT workers came hardly 10 days after eight employees of the central bank were arraigned before Kisutu Resident Magistrate`s Court for allegedly forging O-Level School certificates.

The accused were brought to court after they submitted fake certificates to BoT purportedly issued by the National Examinational Council of Tanzania (NECTA).
