Submission of draft audit report on BoT `scam` set for tomorrow

A draft audit report on the alleged financial scam facing the Bank of Tanzania (BoT) will be submitted to the National Audit Office tomorrow.

Speaking exclusively to The Guardian yesterday in Dar es Salaam a senior official in the National Audit Office who preferred anonymity said that Ernst and Young, a private firm undertaking auditing of BoT books of accounts, has assured his office that the report would be submitted tomorrow.

`The draft was supposed to be submitted earlier, before November 22, however the firm asked for more time to complete the task. We agreed that tomorrow the report must be submitted here,` said the source

He said after submission of the report, his office would review it and afterwards both the BoT and the National Audit Office would sit together to discuss it before forwarding it to higher authorities.

`This matter is of public concern; therefore we need to get an in-depth and correct report because it involves people`s money. We are sure that after all necessary procedures are finished the public will come to know the truth on the issue,` he said

On September 12, this year, The Guardian reported that Ernst and Young, an international auditing company, had won a tender to investigate the alleged BoT financial scandal.

Controller and Auditor General Ludovick Utouh was quoted as saying that the auditing work would take a period of 60 days from September 11, 2007.

The auditing of BoT came following allegations that there was impropriety at the central bank regarding payments to third parties.

Following the allegations Finance Minister Zakia Meghji ordered CAG to appoint an independent auditor to review BoT`s transactions.

Earlier this year BoT Governor Daudi Balali was asked by Members of Parliament to resign for alleged misuse of public funds.

The governor was alleged to have made dubious payments to the tune of USD 200m from the bank`s commercial external debt account.

Balali, however, denied all the allegations.
